According to senior officials, the explosion took place around 11:20 pm on Friday, inside a secure open area of the police station where a large quantity of explosive materials had been stored for investigation. Stored explosives linked to major terror probe The explosives had been recovered during the recent crackdown on a Red Fort blast-linked terror module, which involved the unearthing of huge quantities of chemicals, detonators and explosive precursors. “For the last two days, forensic teams were carrying out sampling. Due to the large volume of recovered material, the process continued into late Friday night,” a senior official said. Prashant Lokhande, Joint Secretary (J&K Division), MHA, confirmed the development, calling it an unfortunate accidental explosion. “Cause under investigation, speculation unnecessary”: Centre Lokhande stated: “The recovered explosive substances were being forwarded for scientific examination. During this standard procedure, an accidental explosion took place. The cause is being investigated, and any speculation is unnecessary. The government stands with the families of the deceased.” Blast felt 30 km away; severe structural damage A senior J&K Police officer described the explosion as “so powerful that its shockwave was felt up to 30 km away.” The blast: Fire and rescue teams rushed to the spot, and forensic experts have been deployed again to examine the cause. However, the proposal has triggered sharp resistance from the local fisherfolk, who say the move threatens their livelihood and violates existing court orders. The plan, discussed recently in a civic meeting chaired by the Additional Municipal Commissioner (AMC), is described as a temporary measure until the new Mahatma Jyotiba Phule Mandai — a permanent market for the vendors — is completed, which the BMC expects by April 2026. Notices for relocation are reportedly being prepared but are on hold pending the AMC’s written approval. Residents’ Concerns Residents of Dadar have long complained that fish trucks occupy large portions of Senapati Bapat Marg late at night, and that wholesale trading continues well into the morning hours. This, they argue, severely hampers traffic during rush hour. The issue has worsened since the closure of the Elphinstone Bridge, which diverted additional vehicular flow to the already choked stretch. The civic action follows a detailed inquiry that uncovered serious irregularities in the M-East Ward’s birth registration system, where certificates were reportedly issued to individuals without valid medical or hospital records. The incident has raised major questions about accountability within the municipal administration. Letter Submitted to BMC Commissioner According to an official communication dated November 5, 2025, addressed to BMC Commissioner Dr. Bhushan Gagrani, it was highlighted that between 2024 and 2025, a total of 100 to 102 birth certificates were allegedly issued illegally from the M-East ward. The letter further noted that Health Officer Dr. Sanjay Funde and other civic officials were responsible for the approval of 94 such certificates, many of which were linked to individuals found to be foreign nationals living illegally. The correspondence also mentioned that in December 2024, it was discovered that several certificates had been issued for births that never took place at the hospitals named in the records. SIT and Departmental Action Recommended The Maharashtra Government had earlier formed a Special Investigation Team (SIT) to look into the issue of fraudulent birth and death certificates issued across different wards of Mumbai. The official communication requested that the BMC Commissioner immediately remove Dr. Funde and other responsible officers from their positions pending inquiry and to expand the scope of investigation to include all health officers under whose supervision such irregularities may have occurred. In a recent joint operation conducted on November 4, 2025, by the Collector’s Office and BMC P/North Ward, over 120–128 illegal huts constructed on government land near Ali Talao Road, Malvani, Malad West, Mumbai, were demolished. The demolition was part of an ongoing legal process to clear encroachments on government-owned land following directives from the Bombay High Court and subsequent orders from the Chief Secretary of Maharashtra. The action was not a sudden or isolated event but a continuation of a legal process that began with a Public Interest Litigation (PIL No. 54/2017) filed in the Bombay High Court against illegal encroachments on government lands across Maharashtra. On April 24, 2024, the Hon’ble High Court observed: “The office of the Collector is the custodian of the State property, which ultimately belongs to the people. It is the duty of the Collector to take appropriate steps, wherever and whenever required, to protect the same.” Following this, the Chief Secretary of Maharashtra, Mr. Nitin Kareer, on May 25, 2024, issued a directive to all district collectors to take strict and immediate action against encroachments on government land. Subsequently, the Divisional Commissioner, Mr. Radhakrishna Game, reinforced the directive, urging all district offices to act urgently in coordination with municipal bodies to remove illegal occupations. As part of this state-wide initiative, demolition drives have been carried out in multiple regions of Mumbai, including Chiko Wadi, Ambujwadi, Daruwali, and Malvani. Earlier, on May 29, 2025, a similar demolition was executed at the same site where 80–85 huts were cleared. However, after illegal reconstruction was observed, authorities conducted another demolition drive on November 4, 2025, led by Mr. Vinayak Vimal Tulsiram Padvi (Pro. Dy. Collector, Removal of Encroachments – Malad Division) along with BMC P/North officials. This action was carried out strictly in accordance with Bombay High Court and State Government orders to protect government land from illegal encroachments.
