Demolition Drive on Government Land in Malvani, Malad West — The Truth Behind the Joint Action by Collector Office and BMC

In a recent joint operation conducted on November 4, 2025, by the Collector’s Office and BMC P/North Ward, over 120–128 illegal huts constructed on government land near Ali Talao Road, Malvani, Malad West, Mumbai, were demolished.

The demolition was part of an ongoing legal process to clear encroachments on government-owned land following directives from the Bombay High Court and subsequent orders from the Chief Secretary of Maharashtra.

The action was not a sudden or isolated event but a continuation of a legal process that began with a Public Interest Litigation (PIL No. 54/2017) filed in the Bombay High Court against illegal encroachments on government lands across Maharashtra.

On April 24, 2024, the Hon’ble High Court observed:

“The office of the Collector is the custodian of the State property, which ultimately belongs to the people. It is the duty of the Collector to take appropriate steps, wherever and whenever required, to protect the same.”

Following this, the Chief Secretary of Maharashtra, Mr. Nitin Kareer, on May 25, 2024, issued a directive to all district collectors to take strict and immediate action against encroachments on government land.

Subsequently, the Divisional Commissioner, Mr. Radhakrishna Game, reinforced the directive, urging all district offices to act urgently in coordination with municipal bodies to remove illegal occupations.

As part of this state-wide initiative, demolition drives have been carried out in multiple regions of Mumbai, including Chiko Wadi, Ambujwadi, Daruwali, and Malvani. Earlier, on May 29, 2025, a similar demolition was executed at the same site where 80–85 huts were cleared.

However, after illegal reconstruction was observed, authorities conducted another demolition drive on November 4, 2025, led by Mr. Vinayak Vimal Tulsiram Padvi (Pro. Dy. Collector, Removal of Encroachments – Malad Division) along with BMC P/North officials.

This action was carried out strictly in accordance with Bombay High Court and State Government orders to protect government land from illegal encroachments.
