BMC’s Proposed Relocation of Dadar Fish Vendors Faces Fierce Opposition from Fisherfolk

BMC’s Proposed Relocation of Dadar Fish Vendors Faces Fierce Opposition from Fisherfolk BMC officials discuss plans to relocate Dadar’s wholesale fish vendors to Mulund as locals protest congestion on Senapati Bapat Marg. Fisherfolk express anger, calling the move a threat to their livelihood. (UndercoverEditor Photo / Mumbai) UndercoverEditor News Agency | Editor: Mahesh Rathod | Mumbai | November 9, 2025 The Brihanmumbai Municipal Corporation (BMC) is reportedly considering the relocation of around 36 wholesale fish vendors from Senapati Bapat Marg, Dadar, to the Airoli Toll Plaza in Mulund in an effort to ease persistent traffic congestion in the area. However, the proposal has triggered sharp resistance from the local fisherfolk, who say the move threatens their livelihood and violates existing court orders. The plan, discussed recently in a civic meeting chaired by the Additional Municipal Commissioner (AMC), is described as a temporary measure until the new Mahatma Jyotiba Phule Mandai — a permanent market for the vendors — is completed, which the BMC expects by April 2026. Notices for relocation are reportedly being prepared but are on hold pending the AMC’s written approval. Residents’ Concerns Residents of Dadar have long complained that fish trucks occupy large portions of Senapati Bapat Marg late at night, and that wholesale trading continues well into the morning hours. This, they argue, severely hampers traffic during rush hour. The issue has worsened since the closure of the Elphinstone Bridge, which diverted additional vehicular flow to the already choked stretch. Locals have been pressing the BMC for years to take decisive action, saying that allowing wholesale trading in the open space near the road has made daily commuting chaotic. “The congestion is unbearable. The area turns into a mini market every morning,” one resident said. Fisherfolk Push Back While residents seek relief, Dadar’s traditional fisherfolk community has strongly opposed the proposed shift. They argue that their current location is a prime trading hub that cannot be given up without risking their earnings. Moreover, they point out that the matter is already before the Bombay High Court, which had previously allowed them to continue operations on Senapati Bapat Marg until the new market is ready. According to the vendors, the BMC’s 2021 notice had promised that the upcoming market would be ready by 2026 and that any temporary relocation to Mulund would include proper electricity and sanitation facilities. However, many traders view this as impractical, citing long travel distances and loss of customer access as major concerns. “We are not against development,” said one vendor representative. “But we have a court order that allows us to continue trading here until our permanent market is built. Moving us now is unfair and unlawful.” Balancing Traffic and Livelihoods The issue has now evolved into a balancing act between urban traffic management and livelihood protection. Civic officials have acknowledged the legal complexities and said that no forced action will be taken until formal approvals are received and the court order is reviewed. As the city awaits the completion of the Mahatma Jyotiba Phule Mandai, both residents and vendors remain in limbo — the former struggling with daily gridlocks, and the latter fighting to safeguard their economic survival. Until a clear administrative direction emerges, the situation on one of Mumbai’s busiest arterial roads is expected to remain unchanged. Accountant Booked for ₹36 Lakh Fraud at Mumbai Film Production Company BKC Police Station in Mumbai, where a case of ₹36 lakh corporate fraud involving a film production company accountant has been registered. — Reported by UnderCover Editor News AgencyEditor: Mahesh Rathod Mumbai | A shocking case of financial fraud has surfaced in Mumbai’s Bandra Kurla Complex (BKC) area, where an accountant allegedly cheated and embezzled ₹36.06 lakh from his employer — a film production company involved in advertisements and web series projects. According to the BKC Police, the accused, identified as Digambar Patil, was employed as an accountant at V.V.A.C. Business of Ideas Pvt. Ltd., a firm operated by Sagar Thakkar, 32, a resident of Marine Lines. The company employs around 12 people and manages several creative and production ventures from its BKC office. Patil, who joined the company on August 16, 2023, reportedly gained his employer’s trust by handling all major financial and transactional matters. However, discrepancies came to light during a tax audit, which revealed multiple fake bills issued to unknown individuals and firms. When questioned by his employer, Patil gave vague and evasive answers, and soon after, stopped coming to work — citing illness and festive preparations for Diwali. Following several failed attempts to contact him, Thakkar warned of police involvement. It was then that Patil allegedly confessed to fabricating invoices and misappropriating company funds.   The BKC police registered a case against the accountant on November 6 under relevant sections of the Bharatiya Nyaya Sanhita (BNS), including Section 318(4) (cheating) and Section 314 (criminal misappropriation of property). Authorities have initiated a detailed investigation to trace where the embezzled funds were diverted and whether more individuals were involved. — Reported by UnderCover Editor News Agency

Maharashtra Leads in Digital Policing: 958 e-FIRs and 12,398 Zero FIRs Registered Under CM Fadnavis’ Tech-Driven Reforms

Maharashtra Leads in Digital Policing: 958 e-FIRs and 12,398 Zero FIRs Registered Under CM Fadnavis’ Tech-Driven Reforms Chief Minister Devendra Fadnavis reviews Maharashtra’s digital policing progress — the state records 958 e-FIRs and 12,398 Zero FIRs, marking a major milestone in faster, tech-driven justice under the new criminal law system. Mumbai | UnderCover Editor News Agency — Revealing What Matters Maharashtra has made significant progress in transforming its policing system with the implementation of digital reforms aimed at improving accessibility and efficiency for citizens. Between July 2024 and September 2025, the state recorded 958 e-FIRs and 12,398 zero FIRs, according to official data. Notably, 2,871 of these zero FIRs were filed from other states, highlighting the state’s growing focus on citizen convenience and inter-jurisdictional cooperation. The e-FIR system enables citizens to file complaints online without visiting a police station, while the zero FIR facility allows registration of offences at any police station, irrespective of where the incident occurred. These measures have reduced procedural delays and enhanced transparency in the justice process. At a recent review meeting, Chief Minister Devendra Fadnavis, who also heads the Home Department, emphasized Maharashtra’s leadership in implementing the Bharatiya Nyaya Sanhita (BNS) and related laws, aimed at ensuring faster and citizen-centric justice delivery. “The goal is not only to simplify the system but to make justice timely and accessible to every citizen through digital transformation,” Fadnavis stated. He also noted that the first case under the new criminal laws was registered in Maharashtra on July 1, 2024, marking the beginning of a new era in digital governance of criminal justice. To further enhance the system, departments were instructed to integrate e-witness statements with FIRs, strengthen real-time case tracking, and expand digital policing infrastructure across the state. Boosting Judicial Efficiency The Maharashtra government has already equipped 2,148 courtrooms and 60 prisons with video conferencing systems, enabling remote hearings and minimizing delays. Under the Crime and Criminal Tracking Network and Systems (CCTNS) initiative, electronically filed FIRs will now be sent directly to the courts for faster judicial processing. To ensure accountability, Fadnavis directed that independent officers be appointed to monitor timely filing of chargesheets and conduct regular departmental progress reviews. Additionally, two new prison divisions for Nagpur and Amravati are proposed, along with new prisons planned in both districts. Strengthening Investigation and Forensics The Chief Minister also emphasized the need for continuous police training, particularly in cybercrime, forensic investigation, and data-based policing. Maharashtra’s police force has been equipped with 251 mobile forensic vans, significantly improving evidence collection and boosting conviction rates. Fadnavis reiterated that Maharashtra’s approach aims to make the criminal justice system transparent, digitally empowered, and citizen-friendly, setting a benchmark for other states. — Reported by UnderCover Editor News Agency
Cyber Fraudsters Trick Maritime Firm by Turning ‘i’ into ‘1’; Mumbai Company Loses ₹30 Lakh

Cyber Fraudsters Trick Maritime Firm by Turning ‘i’ into ‘1’; Mumbai Company Loses ₹30 Lakh

Cyber Fraudsters Trick Maritime Firm by Turning ‘i’ into ‘1’; Mumbai Company Loses ₹30 Lakh The scam began on August 19, when the Mumbai company’s finance team received a fake email from an ID resembling their US partner’s — a single altered character led to a ₹30 lakh cyber fraud. By UnderCover Editor News Agency “Revealing what matters” A shocking case of cyber deception has emerged in Mumbai, where a city-based maritime company fell prey to a sophisticated email scam and lost ₹30 lakh to fraudsters — all because of a single altered alphabet in an email address. According to the Mumbai East Region Cyber Police, the fraudsters impersonated a long-term business associate of the company — a US-based firm — by creating a nearly identical email ID. Instead of the genuine “finance3@air7seas.us”, the conmen used “finance3@a1r7seas.us”, replacing the letter “i” with the number “1”. Believing the communication to be genuine, the maritime company followed instructions from the fraudulent email and transferred payments worth ₹29 lakh to a new bank account provided by the imposters. The transactions took place over several weeks in September. It was only on October 3 that the truth surfaced — when the Mumbai company contacted their US partners, they were informed that no such payment had been received and that no bank account changes had been requested. On closer inspection, the minor but critical alteration in the email address was noticed. An FIR has since been registered at the East Region Cyber Police Station under relevant sections of the IT Act and IPC. A senior police official explained, “This is a classic ‘Man-in-the-Middle’ cyber attack. Fraudsters intercept email communications between companies, clone official IDs with minor changes, and then redirect payments to their own accounts.” The incident highlights how even seasoned corporate firms can fall victim to subtle digital fraud tactics. Cyber experts urge businesses to adopt two-step email verification for financial transactions and confirm any account changes through verified phone calls or video conferences before processing payments. The police are tracing the money trail and coordinating with banks to identify the fraudulent account holders.

Fake Birth Certificate Scam: BMC Suspends Health Officer After Probe into 94 Illegally Issued Certificates.

Fake Birth Certificate Scam: BMC Suspends Health Officer After Probe into 94 Illegally Issued Certificates. By UnderCover Editor News AgencyEditor: Mahesh Rathod In a major revelation, the Brihanmumbai Municipal Corporation (BMC) has suspended the Health Officer and Registrar of M-East Ward (Govandi) after an internal investigation exposed the issuance of 94 fake birth certificates without proper verification or documentation. The civic action follows a detailed inquiry that uncovered serious irregularities in the M-East Ward’s birth registration system, where certificates were reportedly issued to individuals without valid medical or hospital records. The incident has raised major questions about accountability within the municipal administration. Letter Submitted to BMC Commissioner According to an official communication dated November 5, 2025, addressed to BMC Commissioner Dr. Bhushan Gagrani, it was highlighted that between 2024 and 2025, a total of 100 to 102 birth certificates were allegedly issued illegally from the M-East ward. The letter further noted that Health Officer Dr. Sanjay Funde and other civic officials were responsible for the approval of 94 such certificates, many of which were linked to individuals found to be foreign nationals living illegally. The correspondence also mentioned that in December 2024, it was discovered that several certificates had been issued for births that never took place at the hospitals named in the records. SIT and Departmental Action Recommended The Maharashtra Government had earlier formed a Special Investigation Team (SIT) to look into the issue of fraudulent birth and death certificates issued across different wards of Mumbai. The official communication requested that the BMC Commissioner immediately remove Dr. Funde and other responsible officers from their positions pending inquiry and to expand the scope of investigation to include all health officers under whose supervision such irregularities may have occurred. It also advised a thorough audit of all hospitals and ward-level offices involved in the issuance of birth certificates between 2024 and 2025. BMC’s Internal Action and Future Steps Following the internal probe, BMC headquarters has confirmed the suspension of Dr. Sanjay Funde, the Health Officer and Registrar of M-East Ward, along with the initiation of departmental proceedings against two assistant officials. Civic authorities have further stated that an FIR will be registered at Deonar Police Station under relevant sections for falsification of public records and misuse of government data. The civic body also assured that digital tracking and verification systems will be strengthened to prevent any such misuse of official birth records in the future. Call for Citywide Audit The BMC has been instructed to conduct a comprehensive audit of all birth and death records issued in the past two years across Mumbai. This citywide review aims to identify any additional irregularities, ensure proper record verification, and hold accountable any officials involved in malpractice or negligence. — Reported by UnderCover Editor News Agency Editor: Mahesh Rathod
📰 Mumbai Coastal Road Theft: Complainant Turns Out to Be the Main Accused By UnderCover Editor News Agency Revealing What Matters

Mumbai Coastal Road Theft: Complainant Turns Out to Be the Main Accused,

Mumbai Coastal Road Theft: Complainant Turns Out to Be the Main Accused In a surprising twist, the Worli Police have arrested a civil supervisor and two others in connection with the theft of nearly 150 kilograms of iron-concrete blocks from the ongoing Mumbai Coastal Road project. The most shocking revelation — the man who himself lodged the complaint was found to be the main accused behind the theft. According to police officials, the prime accused, Robin Kumar Vishnu Singh (27), worked as a civil supervisor for a private firm contracted by the Brihanmumbai Municipal Corporation (BMC) for the prestigious Coastal Road project. Singh, who hails from Rampur village in Bihar, initially filed a complaint at Worli Police Station claiming that several construction materials were stolen from the project site. However, during the investigation, CCTV footage and witness statements revealed that Singh had orchestrated the entire theft himself. Police found that the missing iron-concrete blocks, each weighing several dozen kilograms, were loaded into a truck and sold as scrap. Two others, identified as driver Prakash Ledo Mahto (35) and scrap dealer Kumaluddin Khan (38), were also arrested for their involvement. Mahto allegedly transported the material from the site on Singh’s instructions, while Khan purchased the stolen goods. Police later recovered ₹10,000, the amount received from the sale, from Khan’s brother. A senior police officer from Worli Police Station stated, “The accused tried to act smart by posing as a complainant to divert suspicion, but detailed CCTV footage exposed his real role as the mastermind behind the theft.” The trio has been booked under relevant sections of the Bharatiya Nyaya Sanhita (BNS) for theft, criminal breach of trust, and common intention. Investigators are now probing whether the group was involved in similar thefts at other sites of the Mumbai Coastal Road project. This case once again highlights how internal vigilance and quick investigative work by the Mumbai Police are crucial in protecting major public infrastructure projects from internal fraud and corruption.Reported by UnderCover Editor News Agency MumbaiNews #CrimeUpdate #CoastalRoad #WorliPolice #UnderCoverEditor #CityCrime #InfrastructureTheft #MumbaiCoastalRoad #UnderCoverEditorNews #RevealingWhatMatters

Demolition Drive on Government Land in Malvani, Malad West — The Truth Behind the Joint Action by Collector Office and BMC

Demolition Drive on Government Land in Malvani, Malad West — The Truth Behind the Joint Action by Collector Office and BMC By UnderCover Editor News Agency News Contributor – Zaeem Rizvi. In a recent joint operation conducted on November 4, 2025, by the Collector’s Office and BMC P/North Ward, over 120–128 illegal huts constructed on government land near Ali Talao Road, Malvani, Malad West, Mumbai, were demolished. The demolition was part of an ongoing legal process to clear encroachments on government-owned land following directives from the Bombay High Court and subsequent orders from the Chief Secretary of Maharashtra. The action was not a sudden or isolated event but a continuation of a legal process that began with a Public Interest Litigation (PIL No. 54/2017) filed in the Bombay High Court against illegal encroachments on government lands across Maharashtra. On April 24, 2024, the Hon’ble High Court observed: “The office of the Collector is the custodian of the State property, which ultimately belongs to the people. It is the duty of the Collector to take appropriate steps, wherever and whenever required, to protect the same.” Following this, the Chief Secretary of Maharashtra, Mr. Nitin Kareer, on May 25, 2024, issued a directive to all district collectors to take strict and immediate action against encroachments on government land. Subsequently, the Divisional Commissioner, Mr. Radhakrishna Game, reinforced the directive, urging all district offices to act urgently in coordination with municipal bodies to remove illegal occupations. As part of this state-wide initiative, demolition drives have been carried out in multiple regions of Mumbai, including Chiko Wadi, Ambujwadi, Daruwali, and Malvani. Earlier, on May 29, 2025, a similar demolition was executed at the same site where 80–85 huts were cleared. However, after illegal reconstruction was observed, authorities conducted another demolition drive on November 4, 2025, led by Mr. Vinayak Vimal Tulsiram Padvi (Pro. Dy. Collector, Removal of Encroachments – Malad Division) along with BMC P/North officials. This action was carried out strictly in accordance with Bombay High Court and State Government orders to protect government land from illegal encroachments. Reporter’s Note News Contributor – Zaeem Rizvi “I want to make it clear that I have no political affiliation. My only goal is to bring forward the truth and stop the spread of misinformation. The demolition was carried out under legal orders issued by the High Court and the State Government, not under anyone’s personal instruction,” said Rizvi. Further documents and official letters supporting this action will be shared in the next report for public transparency. — Reported by UnderCover Editor News Agency #Malvani #DemolitionAction #MumbaiNews #UrbanDevelopment #UnderCoverEditor #RevealingWhatMatters

Work on ₹3,900-Crore Madh–Versova Bridge Set to Begin Within Two Months — Undercover Editor News | “Truth, Courage, Clarity” — Undercover Editor News | “Truth, Courage, Clarity” Mumbai’s long-awaited Madh–Versova bridge project is finally set to take off, with construction likely to begin within the next two months. The ₹3,900-crore bridge is expected to significantly reduce travel time between Madh and Versova — cutting it down from nearly 90 minutes to just 10 minutes. Currently, commuters have to take a 21–22 km detour via Malad, which becomes heavily congested during peak hours. The new bridge will provide a direct route across the creek, offering huge relief to thousands of daily travellers. The project, led by the Brihanmumbai Municipal Corporation (BMC), had faced delays due to environmental clearance issues. While approvals have been granted by the Maharashtra Coastal Zone Management Authority and the Coastal Regulation Zone (CRZ), the final nod from the Union Ministry of Environment and Forests for mangrove cutting is still awaited. Once received, the BMC will approach the High Court for permission to begin groundwork. Officials estimate that the bridge will be completed within three years, including monsoon delays. However, local fishermen have raised objections, fearing disruptions to fishing routes and silt accumulation during construction. Despite these challenges, authorities remain confident that the much-anticipated Madh–Versova bridge will soon become a reality — transforming connectivity and easing traffic congestion across Mumbai’s western coastline.
